The City of Kigali has officially addressed the uncertainty surrounding residents living near the upcoming Masaka Medical Hub. After two years of restricted land use, authorities have confirmed a new Master Plan that divides residents into two categories: those to be relocated for infrastructure development and those permitted to stay provided their projects align with the hub’s specialized medical and residential requirements.

For the past two years, residents of Masaka in Kicukiro District have lived in a state of "limbo." Many reported being denied building permits or the right to sell their property, leading to significant financial losses. Some residents expressed frustration over paying increased property taxes on land they were forbidden from developing.
However, the City of Kigali has now confirmed that the Masaka Medical Hub Master Plan is finalized, offering a clear roadmap for the community.
According to Emma Claudine Ntirenganya, the Spokesperson for the City of Kigali, the new plan categorizes the local population based on the hub's proximity and infrastructure needs:
Relocation for Public Infrastructure: A segment of the population will be relocated to make way for essential infrastructure, such as access roads and utility expansions necessary for the hub’s operations. These residents will receive legal compensation.
Integration with the Master Plan: Other residents will be allowed to remain on their land. However, they must align their future developments with the specific guidelines of the Medical Hub. This includes building residential units or services that cater to the thousands of medical professionals and researchers expected to work in the area.
The Masaka Medical Hub is rapidly transforming into a regional center for healthcare excellence. Several high-profile projects are already in advanced stages:
CHUK Relocation: The University Teaching Hospital of Kigali (CHUK) is in the process of moving its primary operations to this site.
IRCAD Africa: The French research institute specialized in minimally invasive surgery has already been operational in the area for two years.
Specialized Clinics: Various other healthcare facilities and research centers are scheduled for construction.
The City of Kigali has announced that the detailed Master Plan will soon be published online. This will allow residents to see exactly how their specific plots are zoned. While the government will handle large-scale infrastructure, residents staying in the area are encouraged to begin planning private developments that support the medical ecosystem, such as staff housing and patient support services.
While the exact number of households to be relocated has not yet been disclosed, the official approval of the plan marks the end of a long period of stagnation for the Masaka community.
